Lots and lots of crates. The crates (and wood barrels) all used a 2K map with a bunch of sculpted wood boards. Metal details are from a separate 'kitbash' kit.

The ocean shader in motion. Because the ocean itself is solid (for better lighting quality) the bobbing debris had to be translucent instead, using a depth fade to smoothly fade into the surface. I experimented with decals, but the depth wasn't convincing

Most of the dock structure; this uses two 2k trim textures. One for the wood planks, another for all of the boards.

More variation would be added with decals / vertex painting - this is just the base material.
